Legislation HB 1589 - LEOSA and Concealed Carry Test Administrators

LEOSA qualifications:
Agencies will continue to qualify retired officers and place the information on the PFN10a (found on the POST website) under agency put down retired.

Scan and email that form to Jessica Linder at POST jrlinder@nd.gov
These forms will be kept on file with POST in case a question comes up about a LEOSA qualifying.

The added information in HB 1589 is that concealed weapon test administrators can conduct quals for LEOSA with the same guidelines for submission. The other added piece is that if an agency or concealed weapon test administrator conducts a qualification for a retired officer from another state, that the PFN10a only shows that they successfully (if so) qualified on a qualification course. This does not mean that they are LEOSA only that they qualified. The LEOSA necessary documentation must come from their respective agency or POST saying they are in good standing.
